Rail rates appear to be perking up a bit now. In May 1999, linehaul operating rates rose 0.3% from the previous month's levels. But at the same time that the Bureau of Labor Statistics reported this price hike, the BLS also revised the price data for January 1999. What had been a 0.1% price drop now is being tallied as a 0.5% price decline. As a result, average prices for non-trailer-on-flatcar shipments remained down 1.2% from May 1998 levels. Trailer-on-flatcar shipments, meanwhile, saw average prices rise 0.6% between May 1998 and May 1999.
