After three consecutive years of declines in air transportation rates, has the time come for prices to lift off to new heights? According to data from the Bureau of Labor Statistics, average air transportation rates fell 2.3% in 1996, fell again by 1.3% in 1997, and dropped 2.5% in 1998. Now with four months of 1999 accounted for, the forecast calls for average air rates to rise 1.5% in 1999. Higher fuel costs, tight labor markets, a continually growing economy, and bigger investments in new technology are the primary factors that point to higher air rates ahead.
