It is time for the United States to end its three-year freeze on implementing the cross-border trucking agreements that are part of the North American Free Trade Agreement, says Walter McCormick, president and CEO of the American Trucking Associations. McCormick wrote to President Clinton, stating that delays in implementation have meant that "trucking companies continue to operate in an inefficient transportation system--even as we face increasing levels of trade flows." Responding to safety concerns related to Mexican equipment that would operate in U.S. border states, McCormick wrote, "NAFTA's trucking provisions require all foreign carriers operating in the United States to abide by U.S. standards and regulations--period."
