U.S. refiners of petroleum generally pass along crude-oil cost savings to customers--and this past year has been no exception. In the 12 months ending with October 1998, direct manufacturing costs in the refining industry fell 20.0%. Average product prices for refined petroleum products fell 22.0%. Can shippers get carriers to pass along lower fuel costs in the form of lower rates? Fuel costs continue to trend downward, so now is the time to ask.
