After months and months of declining fuel costs, aircargo carriers and truckers felt the pinch of rising prices in January. Compared to a year ago, however, prices are down 31.5% and 23.0% for jet fuel and gasoline, respectively. U.S. petroleum refiners saw their costs fall 21.6% in the 12-month period ending with January 1999. As long as refiners' costs continue to fall, transportation providers will have the upper hand when negotiating fuel prices.
