* The ports of Vancouver, Halifax, and Montreal are the first independent "Canada Port Authorities" (CPAs) established under the Canada Marine Act. As CPAs, the three ports will be able to operate according to business principles and become more competitive, said Transport Minister David Collenette in announcing the change. "These new Canada Port Authorities will benefit from greater management flexibility, including increased freedom to develop contracts and leases, set tariffs and fees, and borrow money from commercial lenders," he said. The Canada Marine Act authorized a "National Ports System" that would comprise 16 independently managed ports, reduced regulation of small ports managed by Transport Canada, dissolved the Canada Ports Corp., and authorized privatization of Canada's St. Lawrence Seaway system.
