* NAFTA Notes: ABF Freight System has formed an alliance with Multipack, one of Mexico's largest motor and package carriers. The partners will offer LTL and expedited service, including real-time satellite tracking of shipments. The Port of Montreal has frozen all general tariffs and is continuing its containerized cargo incentive programs for 1999--the seventh year without an increase. Roadway Express has introduced "Border Ambassador Service" for shipments to and from Mexico. The bilingual Border Ambassadors at each border gateway assist customers with documentation, rates, shipment expediting, and tracking. Consolidated Freightways has expanded its Mexico division, taking responsibility for operating U.S. border terminals in Chula Vista and Calexico, Calif., and Douglas and Nogales, Ariz. TMM will double service frequency to two sailings each week between Mexico, the U.S. Gulf, and Europe. The joint service with Hapag Lloyd and Lykes Lines will reduce transit times by up to four days.
