Surface Transportation Board Chairman Linda J. Morgan overcame objections

Surface Transportation Board Chairman Linda J. Morgan overcame objections from some sectors of the transportation industry to win confirmation to a second term on the board. The Senate confirmed her appointment in November by a vote of 96 to three, and she was sworn in last month. Her term expires at the end of 2003. Senate approval came after railroads and rail labor unions agreed on a three-year moratorium on "cram downs," under which railroads merging their operations could ask the STB to abrogate labor contracts. Rail labor unions objected to Morgan's willingness to use that power, and those objections had held up a vote on her confirmation.
