The Westbound Transpacific Stabilization Agreement (WTSA)

The Westbound Transpacific Stabilization Agreement (WTSA), a "discussion agreement" of 12 ocean carriers in the trans-Pacific trade, has announced that its members will phase in rate hikes on lumber, hay, wastepaper, metal scrap, animal feed, and refrigerated and frozen foods between Jan. 1 and July 1 of this year. Those increases range from $200 per container for hay and wastepaper to $400 per 40-foot container for refrigerated meats and vegetables. In May, rates will rise by $400 for all other refrigerated items, while all dry commodities and inland-origin rates will rise by $250 and $100, respectively. The carriers say the increases are necessary to bring rates back up to at least 1997 levels.
