A new rule governing registration and fees

A new rule governing registration and fees for companies that ship or handle hazardous materials will have a direct effect on many shippers. The DOT's Research and Special Programs Administration (RSPA) is expanding the criteria for persons required to register to include persons offering or transporting a shipment of hazardous materials that requires placarding. RSPA estimates the change will increase the number of persons required to register to about 45,000 from 27,000. In addition, the rule creates a two-tiered annual registration fee schedule, with a fee of $300 for those that qualify as small businesses and a fee of $2,000 for those that do not. The final rule appeared in the Federal Register on Feb. 14.
