Rail rates held steady from May to June, according to price data from the U.S. Bureau of Labor Statistics. Compared with June 1998 levels, however, linehaul operating rates are down 0.6%. Intermodal rates, by contrast, are up 0.5% from year-ago levels, while non-trailer-on-flatcar rail rates are down 1.0%. The decline in overall rail rates is not likely to last too long. Railroads will do their best to pass along higher costs incurred recently to resolve problems with freight delays and consolidation. The forecast calls for rail rates to rise 0.9% by the end of 1999.
