Canada finally is allowing multi-user international air charters to destinations other than the United States (U.S.-Canada charters already have been deregulated). Until now, only a single shipper could charter an aircraft; freight forwarders could not participate in international charters; and multi-user shipments could be shipped only on scheduled airlines. The new policy is designed to promote the development of Canadian-flag all-cargo airlines.
