Johnstown America Corp. has announced two promotions: Gary S. Boast has been named vice president, information technology, and James D. Hart has been named vice president, engineering. He will head all design engineering activities for the company, which produces railcars.

Terry E. Brown, a former executive with Carmar Group Inc., has been appointed president of ICS Logistics Inc., an asset-based organization that owns companies that operate in all facets of logistics, including warehousing, trucking, and shipping.

Randall C. Poppell has been named chief information officer at UniGroup Inc., the parent company of household-goods movers United Van Lines and Mayflower Transit. Poppell succeeds John W. Hamilton, who recently retired.

R.R. Donnelley Logistics has named William R. McLennan chief operating officer. McLennan's responsibilities include improving efficiencies across all operations, distribution, customer-service, and finance departments.

Pacer International, a non-asset–based international third-party logistics provider, has named Carl K. Kooyoomjian chairman of its retail logistics unit, Pacer Global Logistics.

Rick Ferrin, who has served as the vice president of the Jacksonville Port Authority's marine division since 1997, has been appointed the first executive director of the new Jacksonville Seaport Authority.

Hub Group Distribution Services (HGDS), a subsidiary of Hub Group Inc., has announced that Daniel L. Sellers has joined the company as its new president. Sellers comes to HGDS from its parent company, having served as the vice president of information services and chief information officer of Hub Group Inc. since December 1998.

Eastern Connection, an overnight express parcel carrier serving the East Coast, recently added three executives to its management team: R. Scott Areglado, vice president of finance; Christopher Higgins, operations manager, same-day rapid response division; and Kerrie Mercuri, manager of marketing programs.
