California to advance new truck requirements

The California Air Resources Board (ARB) is circulating a draft regulation that would require heavy duty tractors and box-type trailers to be equipped with devices that would reduce drag and rolling resistance in an effort to improve efficiency and reduce greenhouse gas emissions.

The May 21 draft regulation specifically targets tractors that pull 53-foot box-type trailers on California highways, their owners and the drivers. It applies to motor carriers that dispatch such tractors, brokers, receivers, and shippers associated with the transport of goods in 53-foot box-type trailers.
As for California based shippers and receivers the rule states that they must:

  • ensure that all freight transported by a HD (heavy duty) tractor and a 53-foot box-type trailers from the California-based shipper or receiver facility is shipped using HD tractors and trailers that comply with the operating requirements and compliance deadlines set forth in the regulation;
  • ensure that, prior to contracting for any shipment or receipt of goods using a 53-foot type trailer that the broker and motor carrier have taken all necessary steps to ensure that the owner of the 53- foot box-type trailer has reported their trailer in accordance with the rule. Penalties would apply to shippers who use carriers whose equipment is not in compliance. The regulation released by ARB was mandated by the, "The Global Warming Solutions Act of 2006" (A. B. 32).
