New Stimulus Plan - Snow Swept Trailers

In this week’s TT,  an article about East/NE states wanting to fine drivers for not sweeping the snow off their tractors/trailers.

While snow and/or any flying debris is a problem, this issue could create problems for shippers and receivers who do not have covered loading and unloading areas. If a law is passed that would fine a driver for moving a snow covered trailer… would the driver and the carrier be willing to take the fine and become liable under civil prosecution should an accident arise from flying snow/ice???  Maybe, but I think not. 

Would shippers/DCs become responsible for providing equipment that would sweep the snow from the trailer?  Would states have to provide ways for drivers to keep the snow and ice from building up during driving? During rest periods?

Will this keep bigger carriers out of the NE/East in the winter?….Effect capacity and rates?

Just something else to put on your Risk Management list!

How about doing away with mud flaps and the road hazard emergency kits (flares, etc.) in the trucks? In addition to being the responsibility of those using the "road"; safety is a cost of doing business. But, fear not, it will probably, eventually be enforced the same as hand held cell phone use.

I agree with John, how are you going to keep thesnow or ice from building up on the top of the trailers. It is not only time consuming but dangerous to the driver to have to get up on top to clear the snow/ice. So who would be resonable??? The driver??? I certainly hope not. It seems like most everything get blamed on the divers these days.
