Freight movement needs a coordinated national freight strategic plan and dedicated source of funds in the next surface transportation bill, and major industry players need to be aggressive in selling that message to legislators obsessed with cutting federal transportation spending. That’s the word from the annual conference of Coalition for America’s Gateways and Trade Corridors, a ten-year-old Washington coalition of freight interests that includes shippers, builders, ports, intermodal interests, and other stakeholders.

Actual dollar amounts are short of desired legislative levels for transportation infrastructure. And with the Federal Government repeatedly showing little or no interest in increasing the gasoline tax, the current primary funding source, it stands to reason that funding will remain an obstacle for the foreseeable future.

A bipartisan group of senators this week has introduced legislation that they said would help to close the country’s widening infrastructure funding gap, serve as a job creator, and enhance U.S. competitiveness. The legislation, drafted by Senators John Kerry (D-MA), Kay Bailey Hutchison (R-TX) and Mark Warner (D-VA), is entitled the BUILD (the Building and Upgrading Infrastructure for Long-Term Development) Act.

With the clock ticking down on the future of federal highway and transit funding, the United States Congress and House of Representatives yesterday both voted to extend funding through September 30, the end of the fiscal year. This measure has now officially been signed into law by President Barack Obama and will cover funding related to highway, highway safety, and transit programs.
