A few weeks ago, Congress signed off on extending funding for federal highway and transit funding through September 30, the end of the fiscal year. This multiple month extension was the seventh of its kind, albeit the lengths have differed for each one.

A bipartisan group of senators this week has introduced legislation that they said would help to close the country’s widening infrastructure funding gap, serve as a job creator, and enhance U.S. competitiveness. The legislation, drafted by Senators John Kerry (D-MA), Kay Bailey Hutchison (R-TX) and Mark Warner (D-VA), is entitled the BUILD (the Building and Upgrading Infrastructure for Long-Term Development) Act.
<p>Since the Transportation Reauthorization Bill (SAFETEA-LU) expired in Sept. 2009, Congress has passed a series of extensions, making it impossible for state and local transportation officials to plan for long-term highway and transit improvements. With the clock ticking down on the future of federal highway and transit funding, the United States Congress and House of Representatives yesterday both voted to extend funding through September 30, the end of the fiscal year. This measure has now officially been signed into law by President Barack Obama and will cover funding related to highway, highway safety, and transit programs.

The Department of Transportation (DOT) announced it has awarded nearly $600 million in funding from its TIGER II program for various transportation infrastructure-related projects. TIGER (Transportation Investment Generating Economic Recovery) II follows the original $1.5 billion TIGER program, which was part of the American Recovery and Reinvestment Act and distributed grants to 51 projects out of more than 1,400 applications for almost $60 billion worth of projects that came in throughout the country.

Recently-introduced legislation by Representative Laura Richardson (D-Calif.) addresses efficient ways for goods to move in and out of the United States. Entitled The Freight is the Future of Commerce Act in the United States Act of 2010 (Freight FOCUS Act, H.R. 6291), the bill offers up myriad ways to address options for more efficient goods movement at a time when meaningful progress towards U.S. surface transportation authorization is seemingly stalled.
